The latest maven version is 3.6.3. 3.6.1 is removed from the mirror.
We should use https://archive.apache.org/dist/maven/maven-3/3.6.1/ to prevent
this from happening every time there is a new maven minor release.
Also we should cache maven to avoid re-download every time.
