I'm afraid we may not be able to provide a satisfactory answer. Most of the original maintainers are no longer involved with the Storm project, so the rationale behind certain decisions might have been lost. If you haven’t found any relevant information in the mailing lists (dev or user) or the commit history, it's possible that it no longer exists.
