PutListTag does not manage its own list

It seems that in the porting to Tiles2, the behavior of the PutListTag managing
a list of attributes was lost. I'm not a heavy user of the PutListTag -- I
only came across it in testing a fix for TILES-1 -- so it would be good if
others could review. Will commit a fix shortly.
