The struts2 validator should be able to parameterize i18n Messages.
<field name="webuser.login">
<field-validator type="requiredstring">
<param name="0" key="field.name"/>
<message key="errors.required"/>
</field-validator>
</field>
The message properties would be as follows:
errors.required={0} is required
field.name=Login
