problem with tabbed panel inside a form

I tried to create a tabbed panel inside a form, containing several checkboxes
distributed in tabs, but it creates only one tab and put all the checkboxes
under it. It is possible to create a form inside a tab, but not the reverse. If
you write only text, it shows the text correctly, but the checkboxes (or other
form inputs) produce an error.
