Currently specifying theme="simple" locally on struts2 ui tags or globally via
struts.ui.theme=simple in struts.properites results in templates that produce
xhtml markup. This causes w3c validation errors if the target specification is
html 4.0 transitional.
Ideally, there should be a theme for each, but at the very least the
documentation should clearly state the indended specification and / or doc type
for all themes packaged with struts
