I started a project on googlecode for this ->

Anyone interested in helping out, sign up! Since there are potential
cross-licensing issues between Apache / LGPL (JCaptcha's license), this will
not be included with the main Struts2 distro. I am going to close this issue
and suggest anyone wanting more info to go to the googlecode site.
