OK I've taken a first stab at this:

The problem with doing this is though that I've never run a web app using OSGI
- really we should test/try this out in an OSGi container. Also the *extras*
module has org.apache.struts.validator package as well as core - not sure what
problem that will cause - perhaps we should move the two classes from extras
back to core (ValidatorActionForm and DynaValidatorActionForm)
