http://struts.apache.org/2.0.11.1/docs/validation-annotation.html states:
"If you want to use annotation based validation, you have to annotate the class
or interface with Validation Annotation."
Howerver, this is not the case. Recommend deprecating this annotation and
updating the documentation appropriately
