we were also facing this problem.
while upgrading struts(from 2.0.5 to 2.3.15.1) we were just replacing new jar
files in the production ear file., but this is not enough.
we need to recompile the java files(The modules which uses struts and xwork
APIs ie, our infra module and security module) with new struts jars.
After that the issue is resolved.
