No reason, other tags support {{dynamic attributes}} but as you can notice
{{<s:checkboxlist/>}} isn't a simple tag - it's a set of tags. But maybe it'd
be possible to add support for {{dynamic attributes}} to {{<s:checkboxlist/>}}.
And you can always create your own theme by simple overriding just one file -
with 2.3.16 is easier than ever :-)
