In previous version I was able to access constants in struts2
using "@com.company.project.Constants@RoleTypes()"
but after upgrading to struts2.3.20 I am not able to access them and it gives
warn saying constant excluded.
I guess this is regress of https://issues.apache.org/jira/browse/WW-4228
