That seems odd since the package "/reporting" is extending the struts-default
package which includes the {{defaultStack}}. Additionally, if redefining is
necessary; wouldn't the same be solved by using:
{noformat}
<struts>
<include file="struts-default.xml"/>
<!-- package stuff here -->
</struts>
{noformat}
