Hello.
A proposed PR has been created to address the unit test issue with JDK11
(presumed same for JDK9+) when building on Windows 10. This issue could affect
other environments using non-US locales as well.
*Note*: Struts 2 builds with JDK11 on Windows 10 appear to still fail due to an
apache-rat-plugin failure. Applying "-Drat.skip=true" to the Maven build is a
workaround to build with JDK11 (not needed for JDK7 or JDK8).
