Fix For: 7.2.0
{{${...\}}} expressions don't work in interceptor parameters because
{{TextParseUtil.commaDelimitedStringToSet()}} is a pure string splitter with no
OGNL evaluation, and interceptor parameters are set at startup when no
ValueStack exists.
