Shading a Boot application into one jar overwrites duplicate
{{struts-plugin.xml}} files, so only one Struts plugin's configuration
survives. Provide a dedicated Maven plugin or a nested-jar launcher that keeps
each dependency jar intact, so Struts plugins can be used in Boot apps.
