Follow-up to [WW-5791|https://issues.apache.org/jira/browse/WW-5791] (review of
PR [#2053|https://github.com/apache/struts/pull/2053]).
{{BootSettings#parsePort}} only checks that {{struts.boot.port}} is a number. A
negative value or one above 65535 is rejected later by Tomcat at bind time,
wrapped in a generic "Struts Boot failed to start" error.
Expected: accept 0–65535 (0 picks a free port) and throw a
{{ConfigurationException}} naming {{struts.boot.port}} and the value otherwise.
