Bump org.hibernate.validator:hibernate-validator from 8.0.2.Final to 9.1.5.Final
Deferred from Dependabot PR [#2067|https://github.com/apache/struts/pull/2067]:
the bean-validation plugin tests no longer compile against 9.x, because
{{org.hibernate.validator.constraints.NotBlank}} and
{{org.hibernate.validator.constraints.Email}} were removed. The tests must move
to {{jakarta.validation.constraints.NotBlank}} / {{Email}}. Hibernate Validator
9 targets Jakarta EE 11, which lands in 8.0.0.
