Description:
svnpubsub has been added to tools/ in the 1.8 release cycle. At the moment
it's not widely used, so it's a good time to make any breaking changes (eg,
incompatible API changes).
This issue tracks svnpubsub changes that should be made before it enters tools/
in a release (and thence grow an expectation of compatibility).
