It is correct, it doesn't have stdin, stdout.
The use case is for GUI applications such as TortoiseHG which opens "svn.exe" 
for SVN extension.

TortoiseHG has two executables: thg.exe and thgw.exe.
The default is of course thgw.exe which doesn't create Console.
Then each time it runs svn.exe inside it popups a console window and it is very 
annoying.

If there was svnw.exe it could open it instead eliminating the annoying console 
window.
Current workaround is to replace thgw.exe with thg.exe which runs hidden 
console and makes svn.exe happy without popuping a new console each time.
