I'm sure you're well aware that FOSS is written by whoever wants to write it.
What might not be so obvious is that there is NO team of developers waiting to
work on developments to Subversion, not even one. The audience reading these
comments, and indeed the Apache Subversion project members, are simply
individuals like yourself and myself with other jobs or occupations, mostly
just watching with interest. A very few of us sometimes develop bits that we
care about, for fun or for our employer's needs.
As you can see, in the past some people have put effort into writing up designs
and wrappers and patches for this issue. Nothing further will happen until
someone steps up to "own" it and complete it. Will you be the one, or will you
hire someone to do so? Please [come to the dev@ email list or #svn-dev
IRC/Matrix channel|http://subversion.apache.org/contributing.html] and start
hacking the code to your liking and I would be glad to guide you, and I'm sure
others would too.
In FOSS anything's possible. If you want it so, make it so.
