The obvious per-computer working copy identifier is the wcroot_abspath (= path 
to the working copy), but:

1. We'd have to have an opt-in for that.

2. (IP address, wcroot_abspath) may not be unique if the IP address is the 
external address of an IPv4 NAT gateway. 

3. The wcroot_abspath is not already available to the server, so making this 
happen would require marshalling a new datum over the RA layer.  That's not 
hard, but is a bit of work.
