Summary: svnpubsub: support workspace removal via config file

Environment: svnpubsub is quite likely to be deployed as part of an
automated service.
At present it is only possible to create and populate workspaces via the conf
file.
Once created, such workspaces cannot be automatically removed using svnpubsub.
At best they can be emptied.
It would be useful to be able to remove entries as well.
