Description: (was: This task tracks various minor performance features
for the upcoming 0.11 release (identified ). In detail, this includes:
1) New IPA pass 'move checkpoint after update' (avoid unnecessary caching)
2) Avoid unnecessary 'parfor eager caching' count if RDD already cached
3) Performance grouped aggregate (full reduce if single block aggregation)
4) Avoid unnecessary eviction after appending vector of ones (merge append into
binary read))
