Summary: TajoConf parameters should be verified at startup time

TajoMaster loads the system configuration at startup. But, users can set wrong
config values. For example, if some config is negative value, it can affect
significantly the performance of the Tajo instance. We should add some
verification for all configs of TajoConf.
