[~ozawa], Hitesh is right. We aren't using Snappy at the moment. It was being
used for compression, but we moved to using Deflate with the FASTEST_SPEED
setting. It's probably best to just remove the dependency right now, and then
add it back (with the correct version) if we do need it.
I don't think tools requires it either.
