Given that the default value of tez.am.tez-ui.history-url.template is 
"__HISTORY_URL_BASE__/#/tez-app/__APPLICATION_ID__", this can create problems 
at times due to the "//" if  tez.tez-ui.history-url.base is configured with a 
trailing slash.
