Minor update to the patch. when the scheduler preempts a new lower pri
container then it re-requests a pending task allocation request at that
priority so that the RM will allocate it again later. the existing test was
checking for this re-request, but using an incorrect re-request task (different
priority). fixed the test to verify re-request at the correct priority.
this is unrelated to the main issue of the jira and is a bug in the test code
that I noticed. so fixing it here.
