The new scheduler is related in that it also fixes the problem described in
TEZ-3535. I'll probably file it as a separate enhancement since as implemented
now it's a completely separate YARN task scheduler that one can select via
configuration. It's safer to implement as an opt-in since scheduler code is
very tricky and will probably take some time to stabilize. I'll file a JIRA
next week and link it to this one.
