I was thinking about the long-term solution to this, but without a satisfying
one, I'm inclined towards editing the release page now by adding a step to
manually change the contents of this file to a human-readable placeholder and
refer to TEZ-4533 for the long-term solution, this way we can unblock tez
0.10.3 and solve this problem later
