Replace findbugs plugin with spotbugs plugin as it support latest versions JDK.
findbugs version which we are using in Tez will not support latest JDK which is
jdk17.
Currently we are planning to move tez code to JDK17 compatible so it will be
better replace findbugs plugin with spotbugs.
