Add unit tests for these scenarios:
- input failure on an edge connecting with broadcast 
(testInputFailureOnBroadcastSuccess)
- input failure causes rerun on a vertex with broadcast and scatter-gather 
downstream 
(testInputFailureCausesRerunOnVertexWithBroadcastScatterGatherDownstreamSuccess)
