-Latest patch removes rename of TaskScheduler to YarnTaskScheduler so that the
essence of the patch is clearer and easier to review. Will file a follow up
patch that addresses the poorly named TaskSchedulerInterface and TaskScheduler
classes
-TestLocalTaskScheduler class added to verify functionality
-Integrated with TezConfiguration changes from TEZ-934
-Added max tasks allocations limit
