Patch makes the following changes
- Changes the ShuffleInputs to attempt shutdown on close
- ShuffleManager , Shuffle changes to handle shutdown calls
- Fetchers changed to handle shutdown
- Fetchers attempt to cleanup input stream and open connections if they are
shutdown
