Updated patch which allows vertex plugins to specify the numPhysicalInputs for
LogicalInputs. Re-uses the setParallelism API which is the intended way to
configure a vertex and is limited to vertices where the vertex manager also
determines parallelism - since this operation must be performed before any
tasks start.

Have also created TEZ-1179, which can be used to continue the discussion on
routing input events via edges.
