To prevent unnecessary delays for queries, pre-warmed containers should not be
released by the AppMaster even if the containers have been idle for longer than
the session delay is set to.
This will provide some sort of elasticity when using a low timeout, to grow and
shrink between the prewarm min and the queue max.
