Patch makes the following changes
- Adds a new InputInitializerEvent and a method on TezRootinputInitializer to
process these
- Routing of these events
- Marks TezRootInputInitializer as Unstable - the semantics should change
eventually based on the previous comment, likely for a 0.6 release.
- getAvailableResources is now determined per initializer, instead of being
statically determined up front (for all initializers on a Vertex)
- Refactors RootInputInitializer and RootInputInitializerContext to be simpler
[~bikassaha], [~hitesh] - review please. THere's some comments in there for
renaming - which I intend to do just before committing this, to make the review
simpler.
