   ## This Bug Report affects these Traffic Control components:
   - Traffic Ops
   
   ## Current behavior:
   GET api/4.1/roles returns roles with unsorted permissions. this makes the UI 
(TP) messy. example:

   ## Expected behavior:

   The permissions associated with each role should be alphabetically sorted in 
the API response.
