   git requires the owner of the git repo to be the same as the person 
committing to the repo. since t3c has to run as root and traffic server config 
directory has to be owned by the ats user, t3c will check the config to see if 
an exception exists, if not, it added to the global config.

   On a cache running Rocky 8.8 see if the git config has 
`safe.directory=<traffic server config directory>` run t3c-apply and see that 
it's unchanged. manually remove the safe.directory run t3c-apply and see that 
it's put back.
