Replaced vendored traffic_ops with a symlink.
Depending on how people configure their gopath, the previous vendored
directory could have allowed builds to use an out-dated version of
traffic_ops/client.

Removed dependency gathering from traffic stats build.
All the traffic stats dependencies are and ought to stay vendored,
so the build should not go get dependencies.
