Please note PRs-370&398 already deal with with the "create user" CRUD and the
tenancy.
On user creation tenancy is set to the tenancy of the creating user.
In current PRs, role is must to be set. I can change the behavior to have a
default, but I prefer to do it once the PRs are in to avoid further merge
issues.
