    [TC-232] Wrap postinstall

    renamed Perl `postinstall` to `_postinstall` --
    
    `postinstall` is now a bash wrapper that installs the Perl modules prior to 
kicking off the `_postinstall` Perl script,  which allows it to use all the 
modules previously installed.
    
    This eliminates the chicken vs egg problem we've seen with `postinstall` on 
a fresh system.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/dangogh/incubator-trafficcontrol 
wrap-postinstall

Alternatively you can review and apply these changes as the patch at:
