filter out headers when no_header parameter is present
Removes the header from take and bake files generated via parameter. If a
parameter matching the config file name with no_header is found, the header is
not included in the file.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/dg4prez/incubator-trafficcontrol no_header
