   @dewrich As above, I have a need for a Docker container which
   * uses the RPM(s)
   * is a single container with all of Traffic Ops in it
   * is running the Service
   * is running both Mojolicious and Traffic Ops in the same container
     * this is primarily for ease of development. It makes it more difficult 
for me to develop, the more containers that are necessary to connect in and out 
of, to make changes and inspect logs.
     * it would be ideal if this also included Traffic Portal and the Database. 
I realize that goes against "accepted practices" for Docker, but I don't know 
about anyone else but it'd make my development _much_ easier. But, it doesn't 
include those today; we have a Dockerfile with the above requirements today, 
which is why I object to removing it.
   
   In addition to development, we need a Dockerfile with the RPM and Service, 
because the build server should use it to test installing and running.
   
   >We also need to have discreet Docker areas to prevent these Dockerfiles 
from making too much noise in the TC project tree. My concern is it'll be too 
confusing to know where to go with Docker everywhere
