Setup:
internet -> tserver 3.2.0:80 -> httpd:8080 -> ISO file
If I wget the ISO file, and stop it after a few seconds (maybe 5% done on the
xfer) I get about 60Mbps.
If I up arrow in my shell and issue the same command immediately after, I get a
full 1000Mbps.
This does not occur in 3.0.4 as I downgraded and re-tested.
