fwiw, killing between sync's (or before first sync) is as expected. Note that 
the default dir sync is still 60s.

I'll see if I can reproduce any of this too, but pretty sure I have not seen it 
either.

Are you sure there's not a client sending "Cache-Control: max-age=0", and you 
end up honor that ? (There's a configuration to turn that off).
