Description:
For larger installations it can be very useful to be able to mark a disk drive
as "failed" before ATS detects that on its own.
At some point in the future a matching ability to bring a drive back online
should be added.
Usage:
{{traffic_line --offline}} _<path>_
where _path_ is a path used in {{storage.config}}
