There's 3 ways to get to SPDY
1. ALPN+NPN
2. explicitly on a given port (TLS is optional)
3. implicitly by byte sniffing
We need to be able to control all of these options in configuration. ALPN in
particular requires control over the protocol selection, see TS-2565.
