Summary: SSL client configuration is not really reloadable (was: Cannot
reload SSL client config. It appears to but does not work.)
The problem here is that while the SSL client configuration values are
reloadable, the SSL client context itself is never reloaded. This means that
you can reload configuration all day long but it won't actually do anything.
