Feifei Cai commented on TS-2902: -------------------------------- My understanding is: User agents SHOULD send Content-Length header when not send Transfer-Encoding, even for empty body data, a "Content-Length: 0" is needed. If not send the header, server sends back a 400 response, it MAY send a 411 as an option, to indicate more explicit information.
